In production, confirm resource or module names, dependsOn entries, implicit references, parent-child declarations, deployment operations, failed operation timestamps, what-if output, and whether ordering is truly required before treating the design as healthy or ready for release.

Failover is the process of moving an application, database, or service workload from a primary resource to a secondary resource when the primary is unavailable, unhealthy, or intentionally switched.
